There are hundreds of companies selling MVP development, and most of them are selling it as a landing page rather than a service. Getting onto this list wasn’t easy.
Here’s what we looked for when putting it together:
A named MVP or discovery service line. Not just a page with the word “MVP” on it. We wanted a defined offer with stages, deliverables and a stated timeline, because that’s the difference between a company that builds MVPs and one that takes any project and calls it an MVP.
Verified third-party reviews, with the count shown. Clutch is the most rigorous third-party review platform for B2B service providers. Every review is verified, so we used it as the primary source.
Evidence of fixed-scope or time-boxed delivery. MVPs fail on scope more often than on code. Companies that time-box the work, or publish a scope document before development starts, tend to protect founders from that.
A startup and scale-up client base. Enterprise transformation companies appear on a lot of these lists as filler. We looked for companies whose typical project size and client mix match a seed stage founder or a scale-up launching a new product.

How to choose the right MVP development company?
Now that we’ve covered all of these companies, you must be asking yourself an obvious question. How do you pick one?
Here’s the process most founders follow:
Define what you’re validating, not what you’re building. Write down the single assumption the MVP has to test. Everything that doesn’t test it is scope you can cut.
Read their case studies, not their logo wall. A logo means someone touched a project. A case study with a named person, a timeline and a result means something happened.
Ask who’s on your team. Names and seniority, before you sign, not after.
Ask for the scope document. If discovery is a separate deliverable, ask what it produces and what it costs.
Confirm code ownership and post-launch terms in writing. Both, in the contract, before the deposit.
But, that’s just the process. And it doesn’t really answer the question.
What an MVP should actually cost
Do the arithmetic. It’s the fastest way to tell a real quote from a hopeful one.
At $40 an hour, a $50,000 MVP buys you roughly 1,250 hours. That’s about a four-person team for eight weeks.
Now take a founder quoted $30,000 by a $45/hr agency. That’s roughly 660 hours. Split across design, backend, frontend, QA and project management, it isn’t enough to ship a production-ready product with authentication, payments and a real data model.
The quote isn’t wrong. The scope behind it is just much smaller than you might think.
Look at the spread on this list. Stated minimums run from $5,000 to $100,000, and hourly rates run from $25 to $199. Same service, 20x difference.
There’s a structural reason for that. A fixed MVP price is often only possible when the stack is fixed first. The companies publishing a hard number tend to publish a narrow technology stack too.
A higher rate often buys a different kind of work.
A $150-199/hr US studio and a $25-49/hr shop both list “MVP development”. The studio is usually selling the thinking: user research, product definition, the decision about what goes into the first version. The cheaper shop is usually selling engineering hours against a plan you bring them.
Both are legitimate. They answer different questions, so work out which one you’re paying for before you put two quotes side by side.
Red flags that should rule a company out
And here are some things should end the conversation early:
A fixed price with no fixed scope document behind it
A published client logo with no case study, review or client-side confirmation anywhere
None of these are individually fatal in every case. Two or three together usually are.

Offshore and nearshore teams in Central and Eastern Europe typically charge $25 to $99 an hour, against $150 to $199 for US studios. That’s a real saving.
Judge them on verified reviews, published case studies and named team members rather than on rate alone.
Who owns the code my MVP is built on?
You should, and it needs to be in the contract. Some companies state 100% intellectual property transfer explicitly. Others don’t mention it at all.
Ask directly, get it in writing before the deposit, and confirm you’ll receive the repository after launch.
